The mustached gentleman proudly staring at the camera is the German politician Rupp. Although he was a member of the Reichstag from 1912-1918, he was not a well-known politician. Friedrich Petersdorff is currently writing a biographical essay about him and would therefore like to identify the car. We assume the photo was taken in Berlin, as we can just make out part of the street name (allee), although that doesn’t help us much. We do think the photo was taken before Germany became a republic in November 1919. The automobile on the rather faded photograph seems to have a two-tone bodywork. There are a script and mascot on the radiator, but again not easy to make some sense of. Do you recognize this car and can tell us the approximate date it was built?
UPDATE by Editor: as a follow-up to his comment below, we received an extensive letter from Erik Nielsen from Denmark, who argues that it is not a Stoewer or a Steiger, but an Adler 9/24 PS. Click here for his full comment!
The car is most probably an Adler 9 / 24 PS. They were made from 1914 to 1922, from approx. 1915-16 they used a
pointed radiator, and the old version of Adler mark was moved from the middle of the radiator out to the side. In the early twenties the mark was changet and there came the triangular shape, of the Adler mark with the black eagle, which this car does not have.
Since the car has both electric lights and pneumatic tires on the wheels, I believe that this picture was taken after the end of world war. And the car is most probably also a post-war example.
With kind regards

editor: Erik, this V-type radiator shape was very common on about every German carmake of the period. And certainly with Steiger. I take it that with post-war you want to say post 1918. JB
