The end of the journey (Upd. post-war Skoda 706RO)

When browsing an antique shop in Bucharest, Romania, Calin Balanescu found this rather blurry snapshot of an unfortunate day out. Calin suspects it was taken before WW II but is not sure, it could be post-war. The bus has a Bucharest license plate number 31136-B and the rather awkward parking spot is in the Romanian mountains, the Carpathians. Calin would like to know if anyone can identify the make of the bus and if it is indeed pre- or post-war? Can we help?

Actually on closer examination I think that's 51156-B which is an early 1950s plate. It also makes more sense given the size of the vehicle.

31136-B would not have been issued until the mid to late 1950s - the highest pre-war Bucharest plates got is a little over 20,000. After the war a new system was introduiced - 100 on for cars, 25100 on for light commercials and small buses, 50100 on for heavy ones, and 75100 on for motorcycles. The font and manufacture of the plate dates the photo to the 1950s - after 1960, fonts were significantly standardised. I have a very similar photo in my great-grandfather's archive showing a 1936 Chevrolet in a ditch in Cluj following an encounter with a horse.
